In a new study under the Institute's Changing Dimensions grant from the Ford Foundation, Senior Associate Tom Wolanin and Graduate Fellow Patricia Steele examine the dilemmas facing policymakers dealing with students with disabilities. As students with disabilities move toward equal opportunities in elementary and secondary education, policymakers have placed greater emphasis on equal access to postsecondary opportunities. This report focuses on the special barriers to equal educational opportunity in higher education faced by students with disabilities as they transition to higher education. Data for the population with disabilities are drawn from a variety of sources, and current data focusing on children, high school students, high school completers, students transitioning to college, students in college and students post degree completion are discussed. The report aims to provide a snapshot of the educational pipeline and postsecondary experiences for students with disabilities as they exist today.
Each section of the report is written for policymakers, and includes requirements and options available under current law, and suggestions how the law and practice can be changed to enhance the opportunities of students with disabilities. The report provides information on barriers to equal opportunity at the high school preparation level, during the transition phase, and throughout the college admissions and accommodations phase. The report also addresses three additional topics which specifically relate to postsecondary education: architectural barriers, student financial aid, and students with learning disabilities. The report is slated for publication in June, 2004.
